Tim Frazer is trying to find out why Miss Thackeray was murdered and what she was doing in Wales at the time of her death. Another murder occurs. The victim is the Estate Agent's secretary, Eve Turner. Frazer finds a cablegram addressed to the murdered girl which leads him to the Kowloon Hotel in the Tiger Bay area of Cardiff. Frazer is looking for the person who sent the cablegram-man called James.
