The action takes place in the Governor's Residency, Jerusalem, A.D. 33

Pilate is an administrator with problems. Judea is a difficult enough province to control in placid, conventional fashion but he makes it more so by embarking on a major constructional project: the building of a pipeline into Jerusalem. Its immediate aim is to provide the city with fresh water; its importance in his eyes is as a symbol of the benefits Rome can bring to the world if its leading citizens care to exert themselves. But Rome is indifferent and Pilate has to borrow money from the local priests. Even his subordinates question his methods; they stand for the iron fist, he for the velvet glove. To them the priests' demand seems reasonable or merely unimportant: all they ask is the liquidation of a troublesome Nazarene, whom even Pilate, at first, regards as no more than a pawn in the game...
