A Secretary-General has two possibilities. Either he uses quiet diplomacy or a public statement. I prefer quiet diplomacy because I think one achieves more through this kind of approach, but this is not known to the public.

When the United Nations was formed a,t the end of World War II it was widely believed it would be the path to world government, and it certainly played a major role in Korea, Suez and the Congo. Since the death of Dag Hammarskjold, the early idealism about the UN as a peace-keeping force has diminished and with it the influence of subsequent Secretaries-General.
In a documentary profile of the present Secretary-General, David Wheeler assesses his effectiveness and looks at the shortcomings of the UN organisation.
Speakers include: DR WALDHEIM; THE LORD HOME OF THE HIRSEL; DEAN RUSK , former us Secretary of State; AHMED MEGUID , Egyptian Ambassador to the UN; CHAIM HERZOG , Israeli Ambassador to the UN; Chancellor of Austria, DR BRUNO KREISKY Producer LOUISE PURSLOW
