Can the effects on a child's life as a result of parental deprivation, reduced family income, and criminal reputation outweigh the penalty of a prison sentence passed on the mother or father? Is it justice that the family should be made to suffer while the parent sits in jail? David Hawksworth explores the evidence, and looks at the activities of concerned groups.

That was the prevailing British Army view in 1940. It was very nearly the right one.
