TN these days ' star' success in cabaret half implies foreign nationality. But Rex Evans , now one of the most outstanding cabaret artists in London-who appears at the Cafe de Paris, the Kiteat, the Cafe Anglais and, during the season, at many private parties in May fair and Belgravia, is an Englishman. His forte is syncopation at the piano, at which, in the opinion of many, he surpasses the much-advertized ' 'whispering' Americans.
