He is a journalist who has held office as Financial Secretary to the Wat Office, Under-Secretary tor Foreign Affairs, Minister of State, and Minister of Education. He led the United Kingdom delegation to the Hot Springs conference on food and agriculture in 1943 and was a member of the Medical Research Council and of the Industrial He'alth Research Board from 1936 to 1940.
