The unsociability of townspeople is traditional, but in many blocks of flats and housing estates today tenants are getting together. Their purpose is not only to defend their rights, but to get to know one another and promote constructive community action. Barry Bucknell went to a recent meeting of one of these 'Tenants' Associations,' where plans were made to fit out a children's playground and start a communal garden.
