The action takes place in the City of London, at Greenwich and at Dagnams, Essex.

It is June 1665. War has broken out between England and Holland. Lord Sandwich, at sea with the Fleet, has entrusted Samuel Pepys with the preliminary arrangements for his daughter's marriage. To Samuel's relief, the English Fleet win a great naval victory -but his rejoicings are tempered by the first rumblings of the Plague.
