The action takes place in and around a windmill on the borders of Essex and Suffolk.
Kate and Colin Channing are hiding 'Puffin', the schoolboy king of an Oriental state, in the loft of their windmill home so that they may claim the reward or 'his weight in gold' at the end of the fishing holiday he has promised himself before becoming king. The reward is important to Kate and Colin so that they may save the family fortunes, for Uncle Porteous is plotting to make them sell their windmill home and go to live in the Town, and lead more sensibly organised lives. Will Puffin's whereabouts be discovered by his government? This week the enemies of the shrine of Ramstan make a move that puts Kate and Colin into action.
