The leader of a terrorist group in a British Colony is sentenced to hang. The Governor of the Colony, General Harper, rejects an appeal to save the terrorist's life, but in London the Governor's daughter suddenly disappears. And the next day, in the home of the Governor, a hanging effigy of a woman is found.
