In 1979 the Conservatives came to power promising to ' redress the balance ' between ' the rights and duties of the Trade Union movement '. Now, only 15 months after its Employment Act became law, the Government is introducing still more legislation to limit trade union power. How far is Mrs Thatcher justified in her belief that the balance is not yet right? Steve Bradshaw reports
