When the Tsars founded their new city on the edge of the Pacific they named it
Vladivostok ("Lord of the East"). It was a European spearhead into Asia; its crest became the majestic Siberian tiger. During the Cold War it flourished. But now, as Julian Pettifer reports, the city has had its day.
