The action takes place in the City of London and at Whitehall Palace. It is September 1666. Owing to Lord Sandwich's disgrace the Duke of Albemarle and Prince Rupert have been in joint command of the Fleet. But they were defeated by the Dutch, and Pepys is hard put to it to recondition and man the Fleet-a situation now to be complicated by the Great Fire of London.
