Niels, science editor of a daily newspaper, asserts in a television interview that he would accept the sacrifice of a human life if it would prevent the use of nuclear technology in Denmark. Unfortunately, he is taken at his ill-considered word by another opponent of nuclear energy and Copenhagen becomes the target of an escalating and bizarre terrorist campaign.
