But much to the embarrassment of HM Government, a lot of Chinese want to get out of China to Hong Kong. Without visas, their best hope of reaching freedom is to swim. But there are also the patrol boats of the Royal Hong Kong Police. Whatever his private feelings, each captain knows what he must do if he comes across freedom swimmers.
