In yet another attempt to maintain peace in the territory John establishes an Apache reservation. A government agent, Captain Surtee, is appointed to control it, but he is surprisingly ineffectual, and his lack of success brings trouble rather than peace. Big John suspects Surtee of being involved in the theft of government cattle, and he takes the law into his own hands and fires Surtee who has been treating the hungry reservation Indians harshly.
