The Spaniards crushed the Inca empire and their descendants still control most of the wealth and power in Peru. Under the Incas, Peru was a land of plenty. Their descendants lead a precarious existence on impoverished small-holdings, or drift to city slums. With a third of the national budget going to the armed forces and another third on international debts, the generals get Exocets and the poor get nothing.
