Newcastle is probably the most vigorous centre of regional self-help in Britain, making tremendous efforts to diversify and modernise its local industries, galvanise its artistic and scientific life, redevelop its centre, make the most of its university. There is enthusiasm at the top-but some scepticism, even ignorance, about official projects among private citizens.
