' It is with growing concern about the increasing number of dogs and their appallingly selfish owners that I write to you. Dog owners pay an absurdly low licence fee of around 38 pence per annum, which they assume entitles them to allow their four-legged friends to foul the path wherever and whenever they wish. Surely a much higher fee of around £50-100 a year would be far more realistic. Such a fee would raise revenue for the country, and hopefully discourage people from owning these evil creatures.'
