David Cameron spells out his vision for the 'Big Society', inviting citizens to play a bigger role in local society and promising to help neighbourhood groups with expert advice from senior civil servants. 

Michael Gove's plans to allow all schools in England to opt out of local authority control is to be debated by MPs, with Labour's Ed Balls arguing that the bill is being rushed through Parliament.
