At NATO's Lisbon conference in 1952 it was decided that the alliance would need 90 divisions for the successful conventional defence of Europe. But NATO governments could not see how the alliance could afford them, and consequently there are now about 5,000 nuclear weapons on European soil. Was this the right decision?
