The Brighton bombing again revealed the murderous tactics of the IRA. Unlike them, security forces in Ulster are required to combat terrorism from within the law. But the Nationalist minority has become alienated from them. It's an issue which is high on the agenda of this month's Anglo-Irish summit. The most serious allegation by Nationalist politicians is of a 'shoot to kill' policy by police and army.
