Tim Sebastian reports from St Petersburg, going behind the scenes with the city's detectives who battle a crime wave of epidemic proportions. He meets the new winners - the mafia chief with a string of expensive cars and a stable of horses, who plans a western-style leisure centre; and the new losers - the old man beaten senseless, and evicted from his flat which was then sold to somebody else.
