London, preventing the south east from becoming one giant urban sprawl. But has it now outlived its usefulness? Has it forced house prices up to unattainable levels, and is it now strangling new job-creating industry?
This month a crucial public inquiry opens in Essex to judge plans for a new country town. If it gets the go-ahead, the green belt could be busted and the country's house-building policy radically changed.
