The action takes place in the City and the Docks of London. It is September 1665.

Lord Sandwich has been at sea fighting the Dutch, and Samuel Pepys has supervised his daughter's wedding. Returning to London, Samuel found that the court and the other members of the Navy Board had fled to the country to escape the Plague which was still raging. But Samuel remained at his post in Seething Lane, working day and night to maintain the Fleet on a war footing.
