Smoking - Health Hazard or Right?

Who has the superior right: the smoker to smoke or the non-smoker to breath unpoluted air? On the eve of National No Smoking Day,
Julian Hale reports from California and Scotland. In San Francisco, voters have told the tobacco companies to 'butt out' - and the non-smoker now has the right to insist on clean air at the workplace. In Glasgow, a campaign is underway to make the entire city 'smoke free' by the year 2000.
