The action takes place in the summer of 1948 on an island in the Caribbean.
On a small island in the Caribbean Sir Edward Fortrose presides over an agency of the United Nations, known as UNUTO - or the United Nations Undeveloped Territories Organisation. Bur however well-intentioned its motives, UNUTO has its enemies and dissenters, among them Sir Edward's own beautiful wife Jill, who has no personal sympathy with its aims and ideas, and is constantly seeking escape.
There are other, more sinister enemies too; for the island of Corabana, though now run by an international committee, is the kind of place that can easily revive its own passionate nationalist feelings if anyone should choose to arouse them ....
