In February 1989 the French government announced plans to build a dam on the upper Loire in the beautiful high country-of the Auvergne. For nearly 12 months now a bitter local campaign has been
-fought over these wild valleys and the vast reservoir which threatens to flood them if the dam is built. It is a classic story of local versus national interests, of passion versus power, of David and Goliath. A final judgment is now imminent but who will win?
