Two years after the end of the war, conditions in the British Zone were at their worst. Starvation was spreading; the black market was flourishing, and industrial reparations were destroying the livelihood of whole towns. The British began to be resented not as conquerors but as administrators. But a change was coming. Churchill himself spoke up on Germany's behalf. A new Military Governor stiffened morale. German political life was at last allowed to revive.
