Harvesting plankton from the sea is condemned for ever to be a biological dream. If you do the sums this sea soup is just too weak to make it worth concentrating without huge quantities of extra energy. There are other perhaps more likely goals: to prevent illness rather than cure it, or a high technology of agriculture that frees land for leisure. What goals can we move towards with the help of the technology that we need so much?
