Panorama has spent a month filming with the police and looks at the problems from all sides. Some officers claim that safeguards have made the law little more than a charter for criminals while ordinary families tell of police planting of evidence, falsification of confessions and even blackmail. Jane Corbin reports on what the police can do to put their own house in order. Should the police investigate police misconduct or is it time now for a completely independent complaints procedure?
