The Bonn Summit in July set a mid-December deadline for the completion of the most complex international trade negotiations ever held so far. Initiated five years ago, the ' Tokyo Round ' at Gatt Headquarters in Geneva, could set the pattern for world trade in the 1980s. How much free trade can we afford? Can growing protectionist pressures be resisted? Is there a serious threat of a trade war? What would be the economic and political rewards, or costs of success or failure?
