Hawkeye and Trapper are determined to battle all the way up to the top brass to get an incubator for their unit. It is an unrewarding-not to say slightly uneven - struggle against Army red tape. After all bureaucracy grinds on. But, germs or no germs, when all else fails there is always the power of the Press.
