Jeff Ditchfield owns a cannabis-themed shop in Rhyl, a North Wales seaside resort with one of the highest crime and drug use rates in Britain. Claiming that he's simply giving cannabis, free of charge, to sick people in need of medication, Jeff plays a game of cat-and-mouse with both the police and enraged local activists plotting his downfall. Is he a drugs baron or merely a philanthropist?
