In Britain we believe we are free citizens, but have no guaranteed rights. When should we let the state limit our freedom? Conor Gearty of Cambridge University argues that the state is failing to protect our civil liberties, while David Starkey of the London School of Economics believes that a strong executive has acted to increase freedom. Jonathan Dimbleby asks both to assess the balance of power between the citizen and the state.
