Over the next four months millions of us will be heading for Britain's beaches and promenades: we shall leave litter; we may find sewage. Most resorts clean up our litter, but may still discharge raw sewage direct into the sea, near bathing areas.
To eliminate inherited problems of outdated systems around our holiday beaches would cost hundreds of millions of pounds. It can be done, but are we prepared to pay?
