Next Tuesday, America goes to tne polls to elect the next President of the United States. It's often described as the most powerful job in the world, although its powers and limitations were drawn up in the different world of 1789. Are the President's powers wide enough to handle the economic and political problems of the late 20th century? Have President Carter's difficulties arisen just from his policies or also from the restrictions of the Presidency? And how would a Reagan White House try to overcome them?
