This film is the first occasion in diplomatic history on which cameras witness the whole course of diplomatic communication.
In the Palais des Nations in Geneva, the United Nations Economic and Social Council are in session. The USA and Britain are pushing for the establishment of a Disaster Relief Co-ordinator. The film centres on one word at the heart of the disagreement.
