The play tells what follows when Doctor Clitterhouse, a well-to-do medical practitioner, becomes the leader of a gang of thieves.
The action takes place in Doctor Clitterhouse's consulting-room, an underworld club, a flat in Bloomsbury, and on a roof-top in London.
