Episcopacy in some form is a universal characteristic of the Christian Church; but is it essentially related to ' the office of a bishop ' and, if so, what 's the ground and character of the bishop's authority? These questions arise in any discussion of the basis for reunion; and so far they have proved intractably stubborn in this country.
