Second in a four-part series that examines the lack of educational choices for disabled children.

Angharad is 11, Zahrah is 8. Because their parents have chosen to keep them at home rather than send them into segregated "special schools" with which they are dissatisfied, neither has ever attended school. Meanwhile, Claire's school life started in an institution that her parents claim failed to maintain even basic standards of personal care. Her parents began an 18-month battle with their local education authority to get their daughter moved to her local school.
