Also, how government became involved after the First World War and why.
Patrick Nuttgens explores these questions with the help of rare archive film and first-hand accounts of life in the early part of this century: under the wing of philanthropic employers like the Rowntree family, or in the early, ambitious council schemes like the Quarry Hill flats in Leeds.
