When the Ministry of Transport compulsory test for vehicle safety was introduced in 1960 it was for cars ten years old and over. Today the fifteen-shilling examination covers cars only three years old. Of eight million cars inspected, more than two million have failed the test the first time mainly because of faulty brakes or steering.
But has the test made the roads safer? Does the three-year limit lead motorists to replace their old car too soon? Or is it just a profitable gimmick for garages?
