First of three programmes telling the story of the Channel Tunnel. On Time and on Budget. The notion of a tunnel had existed for over 200 years, but it wasn't until free-market British PM Margaret Thatcher and France's Socialist President Francois Mitterand reached an unlikely agreement in 1984 that the dream began to happen. The builders promised to deliver on time, but the reality was rather different.
