A century ago, the dog licence cost 7s 6d - a third of an average week's wages. Today at 37½p it has turned out to be absolutely inflation-proof. Even so, no other official registration system can be so massively abused. Unlicensed dogs now roam our streets by the million.
Brass Tacks looks at why many dog-lovers are advocating a much higher dog licence, together with the appointment of an army of full-time dog-wardens.
