On the Rio Beat. Rio de Janeiro is the second most violent city in the world. On average, seven civilians and two policemen are killed every week. The police have a shoot-to-kill policy in the shantytowns, where drug traffickers rule the locals. This film follows Major Antonio Carballo as he tries to introduce community policing, stamp out violence and corruption within the police, and remove the traffickers.
