Colonel Mengistu Haile Mariam in 1991 signalled the end of Africa's only surviving indigenous empire. Several wars of regional secession had ultimately defeated the military dictatorship. One new nation -
Eritrea - will be born in 1993. As the centre collapses in this region of terrible famine, rival ethnic groups insist on greater autonomy. What are the chances that the new rulers might prevent a slide into the horrifying chaos of neighbouring Somalia?
