The circus arrives in a drought-plagued district where cattle are dying from lack of water and finds that there is none to spare to meet its needs. An amateur inventor travelling with the circus tries out some schemes to solve the problem. When he accidentally pollutes the precious water supply in the local reservoir the ranchers gather to run the circus out of town.
