Star Trek: Voyager: Jetrel

Neelix's greatest enemy, the Haakonian scientist Jetrel who devised the deadly cascade weapon, arrives on Voyager with distressing news. He asserts that Neelix is a victim of the long-term effects of the cascade. Neelix is convinced that Jetrel has a hidden reason for his sudden humanitarian concern.
