1989, all the newly free countries of Eastern Europe turned to western-style democracy, but not one of them chose to adopt the British first past the post' voting system. This film, made by the Electoral Reform Society, examines the mounting pressures for change and ask what lessons there are to be learned from the proportional system chosen for Czechoslovakia's first free election for 40 years.
